Fuel rules
New York requires a biodiesel blend in heating oil sold in the state, with the requirement applied statewide. A B10 gallon carries slightly less heat than a straight No. 2 gallon.

Where a state runs its own dealer survey it usually samples more dealers than the federal collection does in that state, so the two figures will not match exactly and neither is wrong.
